IG Welcomes New IGG, Bids Farewell To Former IGG

An
ecstatic atmosphere filled the Kampala Serena Hotel Gardens on 22nd
December, 2025 as staff of the Inspectorate of Government (IG) convened for the
end-of-year dinner to welcome the new Inspector General of Government (IGG),
Lady Justice Naluzze Aisha Batala and bid farewell to the former IGG, Hon. Beti
Kamya Turwomwe.
Lady
Justice Batala was appointed as the new IGG by President Museveni in October
this year, replacing Hon. Kamya whose four-year contract expired on 22nd
September, 2025.
Dr.
Patricia Achan Okiria and Mrs. Anne Twinomugisha Muhairwe retained their
positions as Deputy Inspectors General of Government.
During
the dinner, Hon. Kamya expressed gratitude to Lady Justice Naluzze for inviting
her to the dinner, and thanked the IG management and staff for the good working
relationship, something she said made her work easy.
“I
wish to thank you all for making my four years at the helm of the IG
productive, purposeful and eager for the following day. Special mention goes to
the IGGs with whom we built a warm fraternity, the Secretary to the IG who was
the facilitator and shock absorber of dreams and challenges, Directors,
Managers, Supervisors, Inspectorate Officers and all support staff, each one of
you laid a paver on the journey we were soldiering,” she said amidst applause
from the audience.
Hon.
Kamya acknowledged the fact that as IGG then, she made tough decisions which
could affected some people. However, she noted that it was all in the line of
her duty hence she declined to apologise for doing her work but said she
sympathized with the causualities of the decisions she made.
“We
come to Public Service to serve. It’s not a do or die thing. We must be ready
to leave office when time come,” she said.
She
was accompanied by her daughters; Mrs. Anthea Turwomwe Mascot, Mrs. Aggie
Turwomwe Dielman, and Mrs. Bella Turwomwe.
In
her speech, IGG Lady Justice Batala appreciated Hon. Kamya for her exemplary
leadership and dedication.
“I join the many women and men in Uganda and beyond who have been
inspired by your outstanding service as an administrator, manager, legislator,
Cabinet Minister, leader, and mother! Your work has set a high standard, which
my team and I are committed to upholding and building upon,” she said.
She
urged the IG staff to prepare for both the challenges and opportunities of the
new year, adding that the lessons learned this year provide a strong foundation for the IG’s continued efforts
to eliminate corruption, abuse of authority, and misuse of public office.
“As we
move forward, discipline, ethical conduct, and unwavering commitment to our
mandate will be essential. I am confident in the team we have built. With professionalism,
resilience, and collaboration at our core, we are well positioned to confront
any challenges that may arise. I encourage each of you to remain intentional in
your work, to stay focused, and to find purpose even in the face of difficulty,”
she said.
The
Head of Public Service and Secretary to Cabinet, Mrs. Lucy Nakyobe, commended
Hon. Kamya for being intentional in popularizing the fight against corruption,
something she said awakened Ugandans to join the fight.
She
congratulated Lady Justice Naluzze on being appointed the new IGG and urged her
to build the institutional credibility of the IG.
“Your
appointment comes with a lot of expectations. You need to build the credibility
of the institution, prioritise systems over individuals, ensure collaborations
across the government MDAs, and protection of public servants. The government
assures you of its support and commitment,” she said.
Mrs.
Nakyobe also urged the Deputy IGGs to support the new IGG and continue with the
good work they have been doing during their previous term.
As a
way of appreciating their work, the IG presented gifts to Hon. Kamya, the
Deputy IGGs, members of the IG Appointments Board, and the Head of State House
Anti-Corruption Unit, Brig. Gen. Henry Isoke and Mrs. Nakyobe.
The IGG,
Lady Justice Naluzze, too, was given a gift to welcome her to the IG.
