Museveni names new igg- irene mulyagonja

President Museveni has named Irene Mulyagonja the new Inspector General of Government. The announcement was made yesterday night and the president has already signed the instrument appointment.

This follows a catastrophic Constitutional Court ruling in which acting IGG Raphael Baku was said to be holding the position illegally and froze the office.

The Constitutional Court consequently stopped Baku from prosecuting ministers,Sam Kutesa, John Nasasira and Mwesigwa Rukutana because the inspectorate was not fully constituted after they challenged the IGG’s power to prosecute them for charges of abuse of office relating to the mismanagement of the funds meant for commonwealth summit in 2007.

The court ruled that the IGG could not prosecute the three ministers or any one for cases involving abuse of office and corruption and causing financial loss because by acting alone in prosecuting the officials he was breaching the constitution.

A group of 5 MPs drafted a motion urging the President to immediately appoint a substantive IGG and the two deputies to enable the inspectorate fight graft. Raphael Baku has been acting IGG for the past two years because the President has not named a substantive IGG.

Ms. Irene Mulyagonja Kakooza, the new Inspector General of Government, was born in 1963. She did both her ‘O’ and A-level education in Mt. St. Mary’s Namagunga before joining Makerere University where she studied Law. She later did her Masters in Zimbabwe. She worked with Mulira & Company Advocates before moving to her own firm. Married to Mr JB Kakooza, the mother of three was appointed judge of the High Court fours years ago. She becomes the fourth IGG since 1986.
