Lady Justice Naluzze Aisha Batala
Inspector General of Government (IGG)
Her Lordship
Aisha Naluzze Batala is a distinguished Ugandan jurist and senior
public servant with over two decades of experience in prosecution, judicial
service, and public sector leadership. She currently serves as the Inspector
General of Government of the Republic of Uganda, a constitutional office
mandated to combat corruption, promote accountability, and strengthen good
governance across the public sector.
Appointed in November 2024, Her Lordship
leads the Inspectorate of Government, overseeing nationwide investigations,
prosecutions, and preventive interventions against corruption, abuse of
authority, and maladministration. In this role, she provides strategic
leadership to ensure institutional integrity, compliance with transparency
standards, and the promotion of ethical conduct in ministries, departments,
agencies, and local governments. She is also actively engaged in public
education initiatives aimed at restoring and sustaining public trust in state
institutions.
Prior to her
appointment as IGG, Justice Naluzze served as a Judge of the High Court of
Uganda (Lands Division), where she presided over complex land and civil
disputes with significant legal and socio-economic implications. Her judicial
tenure was marked by principled decision-making, fidelity to constitutional
values, and commitment to efficiency in the administration of justice.
Her extensive
prosecutorial career spans progressive leadership roles within the Directorate
of Public Prosecutions. Rising through the ranks from State Attorney to
Assistant Director of Public Prosecutions, she handled and supervised serious
and high-profile criminal matters at the High Court level. She provided
oversight on prosecutorial decision-making, mentored junior prosecutors,
strengthened inter-agency collaboration, and contributed to institutional
reforms aimed at enhancing professionalism, consistency, and accountability
within the criminal justice system.
Justice Naluzze
holds a Master’s degree in Management Studies and a Postgraduate Diploma in
Public Administration and Management from the Uganda Management Institute. She
earned her Bachelor of Laws from Makerere University and a Diploma in Legal
Practice from the Law Development Centre. Her professional development includes
advanced certifications in leadership, anti-corruption, trafficking in persons,
counter-terrorism, genocide prevention, human rights-based approaches to law
implementation, and criminal trial advocacy.
Recognised for
inclusive leadership and mentorship, Her Lordship has contributed significantly
to building capacity within the justice sector. She is widely respected for
fostering collaboration among prosecutors, investigators, and public
institutions, and for serving as a visible role model for young lawyers and
women pursuing careers in public service. Her contributions have been
acknowledged through professional awards, including recognition as Most
Outstanding Prosecutor in Masaka under the LASPNET Corruption Monitoring
Project (2019–2020).
Throughout her
career, Lady Justice Aisha Naluzze Batala has demonstrated unwavering
commitment to the rule of law, ethical public service, and the strengthening of
governance institutions in Uganda.
