Mrs. Anne Twinomugisha Muhairwe

Deputy Inspector General of Government

Mrs. Anne Twinomugisha Muhairwe is a Lawyer by profession with a strong commitment to fostering inclusive development and effecting societal transformation through values-based initiatives. She currently serves as a Deputy Inspector General of Government of Uganda.

Before joining the Inspectorate, she had a distinguished career at the Ministry of Defence and Veteran Affairs spanning over 16 years. She began her service as a Prosecutor in the General Court Martial, where she gained valuable insight into the military justice system. Subsequently, she served as a Principal Legal Officer in the Directorate of Veteran Affairs, where she is credited for establishing the Veterans’ Legal Aid Clinic, a vital resource for ensuring our esteemed Military Veterans have access to justice. Mrs. Muhairwe was also at the forefront of crafting supportive frameworks to enhance women's participation in peace building, among other noteworthy accomplishments.

She holds a Bachelor of Laws degree from Makerere University, a Post Graduate Diploma in Legal Practice from the Law Development Centre, and a Master of Arts in International Relations and Diplomatic Studies from Makerere University. Additionally, she obtained a Post graduate diploma and master’s degree in public administration and management from the Uganda Management Institute in Kampala, and is currently pursuing a master’s degree in Law at the University of London. She has also attended several professional courses in areas such as leadership development, military science and Law.

Mrs. Muhairwe is an Advocate of the High Court and other courts of judicature in Uganda and is affiliated with esteemed professional bodies such as the Uganda Law Society, the East African Law Society, and the Uganda Association of Female Lawyers (FIDA). She is also an alumnus of the Haggai Institute of Leadership (USA). She is a Christian and currently holds the position of President at the Uganda Christian Lawyers' Fraternity, an organization that unites Christian legal professionals operating across various segments of the Justice, Law, and Order Sector (JLOS) in Uganda.


In March 2022, Mrs. Muhairwe was recognized as one of Africa's most influential women in the legal profession by Courtroom Mail 100. Furthermore, she represents the country as the Vice President at the African Ombudsman and Mediators Association, a network of national and sector ombudsmen in Africa. She is also a member of the Board for Advocates Africa, a network spanning Christian Fellowships across the African continent.
