Town clerk charged over fraudulent sale of m. land

The assistant town clerk of Katwe-Butego division in Masaka municipal council has been charged with the fraudulent sale of municipality land at sh150m.

Joel Ddamba was charged at the Anti-Corruption Court in Kololo, Kampala on Tuesday with causing loss of property, corruption, abuse of office, forgery and uttering false documents. He denied the charges before Justice Lawrence Gidudu.

Ddamba was jointly charged with Masaka businessman Moses Kaliisa. Kaliisa was charged with corruption and conspiracy to defraud the municipal council of sh150m.

Prosecution led by Moses Kinobe from the Inspectorate of Government alleged that in June 2013, while employed as town clerk of Katwe-Butego division in Masaka municipal council, Ddamba fraudulently sold off Plot 46-52 at Mutuba Musisi Garden to Kaliisa at sh150m without the approval of the municipal authorities.

The Inspectorate of Government said prosecution, during the trial, shall prove that the signature that appeared on the sale agreement dated June 6, 2013, and transfer document was appended by Ddamba, who allegedly connived with Kaliisa to sell off the municipal land.

Prosecution alleged that Ddamba and Kaliisa forged council resolution minutes to show that the transaction had been approved by the council.
