Igg to go after gov’t employees who dodge work

The Deputy Inspector General of Government- IGG Anne Twinomugisha Muhairwe has warned government employees in Buikwe district against absenteeism in government offices.

Twinomugisha says that as the Inspectorate of Government office, they have been charged with the responsibility of eliminating corruption, abuse of authority and of public office, which she intends to do starting with an investigation of government employees who are known for being absent at work.

She made the remarks after councillors complained that some of the Lugazi municipality technical staff do not show up for work they were employed to do.

Kemisi Lutajani the mayor of Lugazi Central Division, says that at times he goes to meet a certain top official in the town clerk's he is never around during each visit to his office.

The mayor, John Bosco Asea, says that often times as leaders, they are expected to work with their technical staff however, when they go to meet them to account or discuss some issues, they bounce at their doors.

“As politicians we are expected to work hand in hand with the technical stuff, but as a municipality we are experiencing a challenge of absentee divisional staff,” he said.

He then appealed to the Deputy IGG to intervene in the matter which will in turn ensure good service delivery in the municipality.

The IG office is mandated with powers enshrined in the Constitution and IG Act "to investigate or cause investigation, arrest or cause arrest, prosecute or cause prosecution, make orders and give directions during investigations; access and search enter and inspect premises or property or search a person or bank account or safe deposit box," among others.

In response Twinomugisha however notes that usually the public just gives them information without evidence, which they cannot use to sanction an investigation. She then asked the councillors to gather evidence which they can use to carry out investigations on such employees and corrupt officials.

According to National Integrity Survey 2020 report, the common forms of corruption in districts are; bribery at 47.1%, solicitation at 18.4%, nepotism at 9.9%, embezzlement at 7.7%, diversion of funds at 4.5% and forgery 2.3% and the most common forms of maladministration in districts are; delayed service delivery at 29.9%, reporting late for duty at 25.3%, irregular recruitment of government employees 9.7%, non-payment of salaries and other benefits at 8.3% and absenteeism at 8.2%.
