The Inspectorate of Government (IG) is established by the Constitution of the Republic of Uganda under Chapter 13 and 14 as the Good Governance Institution and Anti-Corruption body of the country responsible for promoting and fostering strict adherence to the rule of law and principles of Natural Justice in administration; elimination and fostering the elimination of corruption, abuse of authority and public office and supervision and enforcement of the Leadership Code of Conduct.

The IG now seeks to recruit suitably qualified, experienced and competent Ugandan professionals to fill the following vacancies:

1. JOB TITLE: INVENTORY MANAGEMENT OFFICER (1 Vacancy)

Reports to: Manager Shared Services

Role: To coordinate, manage stores inventory, handle receipts and issuance of stores in accordance to the laid down procedures and guidelines.

Duties: The Inventory Management Officer will be responsible to the Manager Shared services in performing the following:-

  • To receive, keep, retrieve and issue stores in accordance with the established procedures.
  • To advise user departments on stock levels.
  • To ensure stores inventory are identified by use of unique coding system for ease of location of item and accuracy of the stores.
  • To prepare reports on the performance of the stores and make recommendations for disposal of obsolete or unserviceable stores.
  • To manage the security and safety of the stores.
  • To post and maintain stores records for receipts, issuances and items in the stock.
  • To verify invoices against goods received notes.
  • To undertake stock-taking and stock inspection.
  • Monitor stock levels and noting any stocks which are running low and making requisitions to Procurement.
  • Receive goods which have been procured, ensuring that the correct specifications have been delivered and entering items into the store according to procedures.
  • Manage the operation of stores ensuring that requests by users are available at all times in sufficient quality and quantity.
  • Always ensure the physical security of items in the store.

Person Specifications:

a) Minimum Qualifications, Competences and Experience

  • The applicants should be Ugandans holding an Honors Degree in Business Administration or Commerce majoring in Procurement/Supplies/Logistics Management or Transport and Logistics Management or Procurement from a recognized institution or Professional qualifications from awarding Institutes such as Supplies Management (ISM), Certified Institute of Procurement and Supplies (CIPS) and Chartered Institute of Logistics and Transport (CILT) (UK).
  • Must be Computer Literate and shall be required to show proof.
  • Experience in the management of the stores inventory.
  • Applicants should have a minimum of three (3) years relevant working experience in Government or reputable organization.
  • Ability and experience in building, leading and working with teams.
  • Interpersonal skills, written and oral communication skills, including the ability to communicate effectively with all levels in the institution.
  • High Level of integrity.

b) Age limit: 25 - 40 years

c) Remuneration and Benefits:
This position is placed in the IG's salary scale IG-5

2. JOB TITLE: MANAGER INTERNAL AUDIT

Reports To: The Secretary Inspectorate of Government

Responsible for: Internal Auditors

Role: To supervise, implement and monitor the IG's internal audit function and ensuring the IG has an integrated internal audit framework in place. In addition, ensuring that the institution has the internal audit risk benchmarks for every Directorate and that all policies, systems and procedures are operating and implemented in accordance with best practice.

Key Result Areas

  • Develop the institution wide audit framework by identifying the high-risk areas within the institution, developing plans to address and mitigate against the risk.
  • Oversee the management and implementation, including follow up of internal audits, ensuring that they are managed and conducted in line with IG's guidelines and best practice.
  • Knowledge sharing and capacity building so as to raise awareness and importance of internal audit/ governance and risks for external stakeholders.
  • To lead the internal audit Team, in a manner that empowers them to deliver IGs goals and objectives.

Duties: The Manager will be responsible to the Secretary for performing the following duties:-

  • Coordinating and reviewing audit plans and programs based on risk profile of the IG.
  • Ensuring compliance to rules and regulations in all audit engagements.
  • Guiding, directing and supervising audit execution.
  • Reviewing and issuing internal audit reports.
  • Coordinating internal audit activities with Audit Committees, Internal Auditor General and other relevant stakeholders.
  • Assessing implementation of audit recommendations.
  • Appraising and developing internal audit staff.
  • Any other duties as may be assigned from time to time.

Person Specifications:

a) Minimum Qualifications, Competences and Experience

  • Applicants should be Ugandans holding an Honours Bachelor's Degree in Accounting and Finance plus
  • Full Professional qualification in Accountancy like ACCA,CPA, CIMA or equivalent professional qualification in Accountancy awarded by an Institution recognized by IFAC.
  • Membership of a recognized Accounting or Auditing professional body.
  • Postgraduate qualification in a relevant discipline such as; Financial Management or Business Administration or Management field obtained from recognized awarding institution.
  • Possession of additional qualifications like CIA, CFE, CISA will be an added advantage.
  • Applicants should have a minimum of six (6) years relevant working experience three (3) of which should have been served at Principal Level as an Auditor in Government or an equivalent level of experience in internal audit from a reputable organization.
  • Reasonable knowledge and experience in Risk Management.
  • Strong leadership and people management skills including motivating team.
  • Knowledge and experience with international accounting and auditing Standards including IPSAS.
  • Good understanding of relevant Ugandan Tax and Procurement Laws.
  • Strong writing and reporting skills.
  • Strong analytical and problem-solving skills.
  • High level of Integrity.

b) Age limit: 35 - 50 years
