The Inspector General of Government, Ms Irene Mulyagonja, has called for tougher regulations on conflict of interest, which she described as the “mother and father” of corruption in Uganda.

Speaking at the 10th East African Procurement Forum in Kampala yesterday, Mulyagonja said the current legal regime such as the Leadership Code Act, Public Service Standing Orders and Common Law Practice, are feeble on addressing the conflict of interest, which is heavily entrenched in government – yet it is a form of corruption.

Mulyagonja also urged the quick implementation of electronic (e-procurement) by government to reduce on human interaction in procurement processes, which she said was to blame for the level of corruption in government procurement.
