IGG wants Ssembabule District secretary sacked

The Inspector General of Government has instructed that the Secretatry of Ssembabule District Service Commission be dismissed.

Mr Raphael Baku ordered Mr Robert Twesigye, the Chief Administrative Officer of the district to sack Ms Assiat Nassolo, over reports that she allegedly manipulated minutes of the commission and illegally retained an unqualified employee in the district service.

A letter by Mr Baku states that the Town Clerk of Sembabule Town Council, Mr Leonard Tumusiime, retained Mr Kenneth Natumanya in service as an examiner of accounts and continued to earn a salary from September 2005, yet the District Service Commission had retired him in 2005 due to incompetence and lack of academic qualifications. The letter also says Mr Natumanya continued working after Ms Nassolo misguided Mr Tumusiime claiming that the District Service Commission under minute 15(d) 7/2005/117 had reserved their decision to retire Mr Natumanya. The IGG said Mr Natumanya was irregularly paid Shs11 million for his salary from September 2005 to June 2009 because the minutes of the Commission were manipulated.

Mr Baku recommended that Ms Nassolo be “dismissed for orchestrating massive anomalies and inconsistencies in the District Service Commission,” which led to retention of Mr Natumanya hence causing a financial loss to the government.

The IGG also recommended that Mr Tumusiime be reprimanded for neglect of duty when he failed to act promptly on the decision and advice of the Public Service Commission to retire Mr Natumanya. He ordered that Mr Natumanya be deleted from the pay roll immediately.
