ALLEGED POSSESSION OF FALSE ACADEMIC DOCUMENTS BY A FORMER STUDENT OF SHIMON TEACHERS' COLLEGE
A complaint was received alleging that a former student at Shimoni Teacher's College for the period 1998 - 2000 used false academic documents to join the College. In the complaint the following issues were raised:-
That the student used somebody else's 'O' Level Certificate to join the college and completed her teaching course in the year 2000 and was waiting for her results from Institute of Teacher Education Kyambogo (ITEK).
That the true owner of the 'O' Level Certificate was a student of Bukoyo S S, Iganga, from where she went to Kaliro NTC and has since graduated as a Secondary School teacher.
Investigations revealed that it was true the former student used someone else's 'O' level certificate which she obtained when the genuine certificate holder had asked her to make photocopies. She is therefore an impersonator who used another person's certificate for enrolment as a student at Shimoni Primary Teachers' College.
It was therefore recommended that the impersonator's name be cancelled from the list of students who finished their Grade III teaching course.
ALLEGED UNFAIR OFFER FOR THE POST OF ASSISTANT LAND OFFICER BY BUSIA DISTRICT SERVICE COMMISSION
The office received a copy of a complaint to the Chairman, District Service Commission alleging that one of the candidates was offered a job on the basis of forged academic documents. The complaint detailed that, the candidate used documents from Law Development Centre (LDC), which are rubber stamped contrary to the use of self inking stamps and seals.
Investigations revealed that the said candidate who was appointed Assistant Land Officer Grade I actually did not obtain a Diploma from LDC. He presented forged documents for his appointment and through the complaint this was brought to the attention of the District Service Commission. However, they virtually did nothing to establish the facts of the case. The Inspectorate of Government, therefore, informed the Chief Administrative Officer, Busia, about the findings and recommended to the District Service Commission that the Assistant Land Officer be dismissed from the services and prosecuted for forgery. The District Service Commission has instructed the CAO to implement the recommendation and the CAO has been asked to formerly communicate on this.
ALLEGED FALSIFICATION OF ACADEMIC DOCUMENTS BY AN EMPLOYEE OF RADIO UGANDA
The Inspectorate received a complaint that an employee of Radio Uganda used another person's academic documents to secure a job he is holding at Radio Uganda.
Investigations revealed that actually this employee is an impersonator. He used his brother's academic documents to get a job in the then Ministry of Information and Broadcasting, which is currently a department under the President's Office.
It was therefore recommended that he be dismissed from the services of Radio Uganda. Accordingly, Public Service has deleted his name from the payroll.
ALLEGED POSSESSION AND USE OF FORGED ACADEMIC DOCUMENTS BY TEACHERS IN PALLISA DISTRICT
This case was about the complaints that were received from concerned persons alleging that some teachers in Pallisa District were using false academic documents. It was further alleged that as a result of this, there is bribery in the Education Department and poor education standards in Pallisa.
Investigations established that actually 10 teachers out of the 23 teachers that were complained against had forged academic documents. Education standards in Pallisa were found to be poor possibly as a result of unqualified teachers and other factors. However, the issue of bribery could not be verified.
It was therefore recommended that:-
The 10 teachers should be removed from the Teaching Service of Uganda and their forged documents destroyed.
The District Education Officer and District Service Commission should ensure that before appointments of teachers are done, their academic documents are carefully scrutinised and where possible be verified by the examining institutions.
FORGERY AND MISMANAGEMENT OF UPE FUNDS AT LUGALA PRIMARY SCHOOL
The office received complaints raising allegations of forgery and mismanagement of UPE funds in the above mentioned Primary School.
Investigations revealed that the headmaster did not account for Shs 2,277,912= being part of the UPE funds released to the school. One teacher was discovered to have fraudulently used another person's certificate to get the job of teaching at the school, notwithstanding the fact that parents of the school and the headmaster were aware of his acts of impersonation but condoned it.
It was recommended that the headmaster be demoted to a classroom teacher and he makes immediately accountability of Shs 2,272,912= or else its recovered from his salary within six months. It was recommended that the impersonator be prosecuted by police
